The former Anderlecht (Belgium) player, who was with Spartak Moscow for 18 months, was also unveiled by the club.
The 28-year-old attacking midfielder will join a host of international stars, including Dutchman Wesley Sneijder, Iranian Mehdi Tarmi, Portuguese Diogo Amado and Slovak Vladimir Weiss.
The Qatar Stars League will start on August 21, with defending champions Al Sadd face Al Wakrah.
